Pasadena Water and Power’s Integrated Resource Plan – A Long-Range Blueprint for Supplying Reliable and Environmentally Responsible Electricity at Competitive Rates

For over 20 years, Pasadena Water and Power (PWP) has developed Power Integrated Resource Plans (IRP) that address the fundamental goals of maintaining a reliable power supply portfolio to meet customer needs and meet or exceed sustainability goals and mandates, while minimizing electric rate impacts and volatility.

An IRP is an electricity system planning document required by the California Energy Commission that addresses the resource needs, policy goals, physical and operational constraints, and proposed resource choices of publicly owned utilities (POU) such as PWP. The IRP serves as a 25-year roadmap that ensures the delivery of reliable, environmentally responsible electricity service at competitive rates. IRPs are required to be updated every five years per Senate Bill 350 (SB 350). PWP last produced a full IRP in 2018 and an update in 2021.

PWP has now commenced work on the 2023 Power IRP. This comprehensive process reassesses projected costs, preferred tools and technologies, and new laws and regulations to ensure that Pasadena’s energy resource portfolio is optimized and meets load requirements through 2045. In addition, development of the IRP is a community-driven process that includes a series of Stakeholder Technical Advisory Group (STAG) reviews and public meetings offering participants the opportunity to become involved in the planning effort.
